This position will be responsible for the effective planning, implementation and control of the sites capital projects focusing on the effective utilization of contractor and engineering resources to bring projects in on schedule and on budget. Also, gives environmental support on engineering issues and checks all MOCs, providing the consistent review of changes. Further participation in the coordination of production, maintenance, technical, capital investment, health and safety, ecology, quality assurance, will require working collaboratively with all site members.


  • Develop and implement site capital plans in accord with Corporate Engineering policy and subject to the operational requirements of the site.

  • Participates in the basic and detailed scoping of the new and/or existing facilities. Performs detail calculations, bid tabulation, project status and man-hour analysis and preparation of technical specifications.

  • Work with the Technical Services Engineering Manager and the Site Operations Managers to minimize production downtime with construction activity interferences.

  • Oversees the development of predictive, preventive, and reliability centered maintenance programs.

  • Prepares, negotiates and administers contracts for specialized facilities maintenance work; performs engineering project management work to include preparing budgets for maintenance projects, overseeing project execution, recommending contract change orders, preparing progress reports, and reviewing invoices and engaging TES Manager when authorizing payments.

  • Oversee the sites utilities, implementing changes to optimize utilization and minimize cost.

  • Act as the main back up and support for the Technical Services Engineering Manager and the Maintenance Services supervisor.

  • Review all MOCs and provide the consistent review of changes.

  • Implement, design, and provide engineering support reviews regarding the sites environmental issues.

  • Provide Engineering support for site’s responsible care initiatives.

Change is a regular part of this function requiring flexibility, initiative and leadership. Interaction with other business units and departments is critical.

  3. Internal and External Relationships (Nature and Frequency)Contact with Departmental Managers, staff resources and immediate supervision is daily and necessary. Frequent contact with project vendors and contract resources off site. Contact with corporate and divisional leadership is required as needed.



  • Required, degree in Mechanical, Chemical or Industrial Engineering; P.Eng preferred.

  • At least 5-10 years demonstrated strategic and tactical experience with Project Management and Contracting.

  • At least 3-5 years’ experience with manufacturing processes.

  • Ability to effectively use and learn computer software.

  • Interpersonal skills supportive of safety, team concepts, development and change.

  • Effective communication abilities, both verbal and written.

  • Demonstrated ability to organize and plan.

  • Demonstrated ability to respond to change and work within stressful situations.

  • Ability to adapt to change.

  • Knowledge of current Corporate and government safety and ecology regulations.

  • Familiarity with and adherence to company policies and government regulations.

  • Broad experience with re-engineering activities.

  • Ability to manage without authority in a way that positively motivates colleagues in a collaborative way.
